Moveable black bar

Does an app exist that allows a moveable black bar (draw over other apps) to censor or cover a banner ad? I can't stand the flashing ads in some apps. I don't mind paying for an ad free version of an app at all, but some of them require subscriptions of three to ten dollars a month. I just want to block out the annoyance.

Short of rooting and adding an ad blocker no there's not that I am aware of.
