More Dropbox Help please

Ok, I feel like a cloud noob.

Ok, Can I use dropbox as a way to have files on my PC and my phone that I constantly use?
Can I sync them up so if I change one it changes all?
Can these be available offline too?
Or would they just be stored in the cloud?

All the tutorials I see all seem to just say, "drop a file into dropbox and you can view it on your PC and your phone." I want to be able to view and edit the files on both places. Thanks for your help.

Yes whatever files you add/delete/edit on your phone and upload to dropbox will be reflected on your computer as well. Just ensure you set up dropbox on your PC.

So, do I have to download the files from Dropbox onto the phone, edit them, and then upload them back to dropbox?

Yes. Whenever you upload a file to drop box, it will sync to your PC. So if you pull a file from drop box, edit it, then you must reupload it.
