Mobile Hotspot throttling data speed??

I have not rooted my phone; I'm one of the schmucks paying the $30/mo for unlimited tethering. On my last phone (OG Droid), I was rooted and used wireless tether, so I know how/what/why I chose to pay for the service...

Anyway, I have a question. When tethered to my laptop using the Mobile Hotspot from verizon, I only see 2.25 Mbps / 3.02 Mbps Down/Up speeds. When going directly from my phone with the speedtest.net app, I see 30.35 Mbps / 7.27 Mbps down/up speeds. I'm using the same test server, so that shouldn't be the issue.

I'm not using any security on the hotspot, since I know that can slow things down.

So, does verizon's hot spot program intentionally limit the speeds? I'm considering rooting my phone just for the sole purpose of using an aftermarket app for tethering IF this is the case. I'm paying $30/mo for unlimited tethering...I ought to be getting full speeds, IMO!!​
 
They probably are trotting you, but from what I read today, Verizon is going to start blocking all sites when tethering on a rooted phone without the plan for it and sending you to a page telling you to upgrade to a tethering plan.

I actually read on verizon help pages that the tcip window needs to be enlarged. I don't have admin priv. on my work laptop, so I'll be stick with slower speeds until I get that changed.
