Go get a new sim card. I know it sounds stupid. Mine was doing the exact same thing. I was normally getting 25 on a speed test, but was getting around 3. I called tech support and they told me my sim card was probably bad. They said go up to a Verizon store and they will swap it out for free. Oddly enough, it fixed my problem. I have no clue how a sim card could go bad. Or how it could partially work. But I would give it a try if I were you. It won't cost anything but time.
