Is there anyway to see the actual percentage of battery power that is left

Is there anyway to see the actual percent of battery power left, instead of seeing it rounded it up or down to the nearest 10 percent?

There are plenty of third party battery meter utilities that show 1% increments but precision and accuracy are two very different things. You may show 1% precision but the meter could be many percentages away from accurate, so this is one main reason why they don't provide such precision from the factory.

For your entertainment, try battery monitor widget from fsinib, or circle battery, or bada$$ battery monitor.

Badass Battery is a great app for 1% battery increments; been using it for a couple months now, and it's very accurate.
