is there anyway to configuring the car dock

I think the droid 4 car dock options are a steep downgrade from what the droid 2 had. I can't even get into the homescreen. I like to use the phone as a dash cam when I don't need gps. Is there a way I can set apps to car dock screen or do I have to root for that?

You don't need root, but it would help. You can a.) use an app like Tasker to kill the Car Home app when it is placed in the Car Dock, or you can b.) root and then freeze the Car Home app using Titanium Backup (which is the method I use) or c.) use an app like Dock No-Op

I don't want to kill the car dock so much as I want to adjust it. Map the apps to the dock screen.
