Is there a msconfig-like option in ICS for MAXX?

OK Windows users, like going to START>RUN>Type MSCONFIG, then clicking on the Startup tab to disable unwanted programs from starting up, I'm looking for a similar scenario for my MAXX. Is there a way to do this with ICS or do I have to install an app?
