Is the Meid number married to Motherboard in droid 2 global?

I have a droid 2 global with a misfunctioning digitizer. i found and pruchased an unused refurbished droid 2 global on amazon. when i tried to activate the refurbished phone verizon notified me that the meid number is on hold. Was told the person i purchased the phone from was supposed to return it to verizon after he upgraded, therefor im stuck with a perfectly like new refurbished phone that i cant activate. My question is that since my phones only issue was the digitizer will swapping out the motherboard from my phone with the clean meid number into the refurbished phone. allow me to use the one with the meid number on hold from amazon. Is the meid number married to only the motherboard?
