insuficant permissions

Im trying to delete a Flash_image on my droid to replace it with a new one but it will not delete it at all! When i try to at least rename it it says insuficant permissions. Yes im rooted

An update to this,when i was trying the 600mhz/tether/wifi
after i was all done,when I opend set cpu says I dont have root access
