Incredible 2, Frozen on White HTC, Nonresponsive

I have an Incredible 2. Last night the phone became oddly slow, freezing, restarting and running poorly. Today It does not get passed the White HTC screen. I've tried factory reset with/without sim card. Remains frozen.

I'm not particularly tech savvy but am generally pretty quick. Nothing fancy has been done to the phone. I'd appreciate mildly-lay-person terminology or at least links and explanations.
