First to all, thank you for taking the time to read this post, I really appreciate it
Here is my problem:
I have a M-HORSE 9500 mini android s4. I rooted it in order to delete some useless APP in the internal memory because it only has 256Mb, and whenever I install some APP, even in the SD card, I get the annoying message "Your storage space is going low" every few seconds.
So I deleted some APP that I thought were useless and then did a factory reset. HUGE ERROR! Now the home screen is not working and flashing all the time, although I can make calls and send SMS and use the camera, but that's all. I can use this options because of lock screen menu. So, despite the home screen, the phone is working.

I was thinking in installing a new ROM, but I can't access the settings menu, so I can't enable the USB Debugging.
Any idea on how can I fix that?
