If you haven't fooled around with the settings it should flash. Perhaps you have a defective phone?

You can always try the old battery pull to see if that helps first.

flash doesn't come on when taking video. use a third party app to turn it on.

You can download an app like MotoTorch, turn it on, then activate the video record.
