Hard reset not working?

The only thing this phone is good for is parts and maybe a 3.7" mobile tablet on WiFi only. But like previously said, it's been reported stolen to Verizon.

How would I be able to use it on WiFi only?

Well is their a way to go around the IEMI? What if it wasn't a bad IEMI.

Being a stolen device our only advice to you is going to be to turn it in to VZW -

It is unfortunate that you got the raw end of this deal but at least it was not a lot of money...or as you put it "Cheap"
