GPS Replacement Solutions

I have a Tom Tom device, but I want to replace it with a Google Device. I like to have my GPS Device separate from my phone though. If I'm in town I use my phone for GPS. I plan on buying a new Phone in the near future, but I was curious if I there are any Google GPS Devices, where I wouldn't need a 3G or 4G connection or anything like that?

There is at least 1, the name escapes me. I use it on my OG Droid which no longer is in 'service'.
