When I click maps with gps off it will show my general location. Is this my location based off cell tower location? Is the blue triangle it shows on the map the cell tower location closest to me? The reason I ask this is because the blue triangle will show at two different spots on the map sometimes.
 
The blue triangle is your location. With gps turned off it is based off of network and wifi location if available.

I've never heard of having two location markers at the same time.

I should have been more clear. It doesn't show two blue triangles at the same time but it will show one location east of me and sometimes one west of me.

When you say based of the network, we are talking about a cell tower?

Cell tower, and if you have WiFi on, it may have location data on the WiFi device as well (The Streetview car mapped hotspots, public hotspots, etc..).
