File association issues

I cleared all the app associations on my S3 about a month ago. Since that time, when I tell the phone to complete an action with a certain app "all the time", it will not remember the app association the next time I do that action. Any thoughts what is going on?

No one has any ideas? I really don't want to do a factory reset if I can avoid it.
