Can't recover Rom Manager Paypal License

I had to get a replacement Droid X and when I go into Rom Manager to recover the PayPal license it keeps telling me that there is no license associated with that transaction ID. I have used all email addresses associated with my PayPal account to try to recover it. Has anyone else ever had this issue? If so, how did you fix it?

Koush responded to me on Twitter so if anyone else has this problem then this may be the issue:

I recovered my license two weeks ago on a replacement X I got but it was also defective and I sent it back today. Now I am trying to recover my license on the newest replacement and I can't. HERE'S WHY: You can only recover your license once every three weeks.

So, I just need to wait another week.
