Does anyone know why I wouldn't be able to down load a ringback tone

Ringback tones are provided by the carrier and play off their network to the person calling you and have nothing to do with your phone/device.

A Ringtone is what your phone plays when someone calls you and is provided by your device.

You can download Ringtones....but Ringback tones have nothing to do with your device and are not available.
