Does anybody know what the "Mobile Always On" setting does?

I, along with several others, have seen battery life improve after turning this setting off. I just can't figure out what it does. With it off, my gmail is still pushing and when I wake the phone up I see facebook updates. The weather seems to be updating too. Are there just some apps that need this setting? I am just trying to figure out why it would need to be on.
 
For what I have read so far what it does is turn off network connections when you phone is sleep. So When you phone goes to sleep it turns all your facebook updates and so forth. When you turn it back on the phone then starts pulling all the updates. Saves battery because your phone is not constantly connecting to pull updates.
 
Instead of going through Settings, I just hold down the power button until the list of commands come up. It's on that list, where you can just toggle it on or off.
