Does AirWatch or cortex prevent texting when mobile data is on and not connected to wifi

A friend who just added these apps for work can not receive texts and can only receive his cortext emails when connected to WiFi.
Wondering if those apps create a VPN tunnel that doesn't allow full connection to internet without WiFi like a partial firewall block

Found out they had to upgrade the server so it wouldn't lock down the phone incorrectly
