"Conservative" governor doesn't stick in Droid Overclock

When Liberty 2.0 came out I was excited when I saw that the conservative governor would work! I tried it right away and it worked well, it seemed to be switching a lot more conservatively between frequencies. Anyway, I noticed that whenever I reboot the governor switches back to ondemand. This is still happening with Liberty 2.01 and the latest Droid Overclock. In Droid Overclock "conservative" is still listed as the current and boot governor, but viewing the current freq. in the app and in the widget, ondemand is listed. I'll post a picture showing what I mean. If I manually reset the governor to conservative, it does stick until I reboot or power off the phone. Does anybody have any idea why the conservative governor doesn't stick after reboots?
