Connection Problem during Email downloading

I have 4 Time Warner Biz Class email accounts that I receive mail from. One of them keeps giving me a connection problem in a blue banner at bottom of screen. I can send email from this account. But it will not download messages from this account. The other 3 have no problems sending or receiving. They all use the same pop server and same settings. The other 3 are also sub account of the one that will not download incoming email. When first set up on phone all 4 accounts worked fine for a week then the 1st account started getting this connection problem. Have done factory resets reinstalled accounts still same issue. Talked to Verizon and Motorola level 2 techs also TWCBC Techs to no avail each one points finger at the others. I can access the email account thru a web server on my phone just not thru the email icon on phone.
