Changing ROM resources

I know this may be a touchy subject, as most (probably all) ROM makers are likely not in support of the idea of having their ROMS modified....

But, is there any way to take the ROM apart and change certain aspects of it?

For example, I would like to take Fission apart and create my own signal bars, icons, etc. in Photoshop and load them in...

Is there a specific program(s) to accomplish this?

Check out some of the theming threads because that's what it sounds like your wanting to do. Also, most devs don't care if you modify their work just make sure to give credit and ask before sharing it.
