Carrier Voice Mail Notification After Reboot Using Google Voice

I've been using Google Voice for about a month, but every time my phone reboots, I get a carrier voice mail notification. If I call *86 to retrieve it, I get a message saying "The Google Voice subscriber is unable to answer at this time," basically, it's calling my voicemail and soon after, Google Voice considers when I check my voice mail to be an incoming Google Voice mail instead.

Any ideas of how to get rid of this notification each time?
