Can't turn off notifications since ICS

I'm beating my head against the wall since the ICS upgrade.

Before I could turn off all the background notifications and I wouldn't get the facebook updates or twitter mentions - I would have to launch the app to see those.


now I have background data restricted, turned on smart actions/background sync disabled, but I am still getting every facebook and twitter notification in the top sliding menu

Do I just have to sign out and on each time or is there something else I need to be doing so I don't get each of them?

Each of those apps have internal settings in app to turn on and off notifications go into app hit menu then settings then make your changes and back out
