Can't clear the cache after I installed the new update

I installed the latest update on 11/9/13. Now I'm not able to perform the steps to clear the cache. Is anyone else having this same issue?

If this is true I am not updating. Wiping the cache weekly is a MUST on this "fail for a premium device"

I thank God I didn't spend the extra hundred for the maxx. I would be even sadder if I did. This phone was my first smart phone . I should have waited.
