What is the best ics ROM out

I think that would be sort of subjective as to what you would be okay with not working on the phone. Each ROM usually lists out the things that they couldn't get working on it right on their instructions. I think the tweeks they do are all along the same lines, so I would choose from there if you want to flash one or not based on of course whatever OS version you are on now.
