I mean how to fully charge the whole capacity of the battery because of its feature auto cut off charging i bet the battery is not charged really to the fullest.
HTC Phones used to be able to do what's called a "bump" charge - but I don't believe you can do this with the Sensation lineup - plus it was proven that the benefits of bump charging don't outweigh the longterm wear and tear it puts on the battery.
The best way to get a full charge on any HTC device is to turn it off completely (pull the battery, or turn off Fast Boot in settings), then plug it into a wall until the light's green.
To be honest with you, you won't find much support for the Sensation lineup over here. Our sister site, Android.net has a Sensation section, but your best bet is xda-developers... there is a LOT of Sensation activity over there, as it's a wonderfully hackable phone.
It allows the phone to basically do a warm reboot... boots up in about 5-10 seconds (or less) as opposed to to a cold boot that takes much longer. It basically puts the phone into a "deep sleep", so to speak, as opposed to being fully powered off.
Honestly it won't make that big a difference (if at all) in the battery. But if you're dead set on getting the fullest charge possible, turn off fast boot.
I'm not sure what toggle ciphering is? The XE is not a U.S. phone, maybe that's an option your carrier allows?
