Background Data Restricted

Each time I turn my screen on it takes a few seconds for the restriction to clear. No smart actions enabled and Juice Defender is disabled. Any ideas what this may be?

Mine does it too i just dismiss it as it doesnt affect the phone best i can tell

did you double check the settings fro restricted data?

If you go to the data usage page of the settings and press the button on the far left (the one that brings up the list) you can turn it off
