Annoying sound I cannot get rid of or identify (Video example)

Ok, I have a Nexus 7 2013 running Android 4.3.1 and Cyanogen 10.2.1-flo

The other day I started getting this noise randomly and when I unlocked the device:
(At about 7 seconds into the video. No it's not my video or my tablet, just an example of the sound.)

I have no idea what the sound is being made by. And I have not installed much lately.

Facebook messenger (Uninstalled again) seemed the likely culprit, but the sound is still there and i'm baffled.

Certain things point to "visual Voicemail" but this is a tablet, not a phone and has no voicemail apps or phone options on it at all.

ANYTHING would be helpful.

Ok, this has gone past annoying now. I turn off all notification sounds, it persists. I lower notification volume to zero and it persists.
 
Have you done a factory reset? If not, I would give it a try. Keep in mind, it will reset the phone to the way it was when you bought it. Backup any data and photos you wish to keep .

Yes, that is a nuclear option. But i'm guessing someone knows what this is.
 
Never heard that sound on my Nexus 7 2013. I wouldn't do a fact reset. I'd install the latest factory image.

I wonder if this is something Cynogen put in. I'm on 6.0.1 Marshmallow, not KitKat.
 
I keep notification volume all the way down on my tablet. My phone dings enough.

Strange that you're hearing the same sound that a Samsung phone is making. I know Samsung has their own notification sounds. Can't recall if they still keep the stock sounds as well.
 
That doesn't sound like a stock notification sound to me, but then I don't have any experience with MM. I would look at and uninstall any recent apps you've downloaded. If that doesn't work, a FDR may be in order.

Yeah, full reset. It went away.

The fact that lowering the notification volume did not affect the volume of this chime screamed "BAD ****" to me.
