Android phone without contract

hey guys I had a question. If I have an android phone but no contract with no service with any provider, will I be able to use apps through wifi and use the android market to download more apps and use those through wifi? Thank you.

As long as you have a gmail account you should be fine... (I'm not 100% on this but its pretty straight forward) the only thing you wont be able to do is make voice calls without skype etc..

untrue. No plan needed. Can be used as a handheld PDA. Market will work over wifi.
