All 4.3 ROMs hang at bootloader after the first reboot following installation - xt926

I'm hoping someone else has run into this on a xt926 and might have some tips. Any 4.3 based
ROM I install, CM 10.2, Slim 4.3, or LiquidSmooth 3.0, I can get it up and running after the reboot
following install, but if I reboot again, the ROM hangs at the unlocked boot loader screen. Factory
reset and wiping caches doesn't get it to reboot again, I simply have to reinstall to get it to boot.
I've tried flashing with CWM 6.0.2.8, TWRP 2.5, and TWRP 2.6. All 4.2.2 based ROMs do NOT
exhibit this behavior and reboot fine. Could it be the modem version I am running or something
wonky in the root filesystem? Phone is running VANQUISH_BP_100730.160.64.15P for Baseband.

We don't know what causes the issue. But it has been happening to everyone.
