Yes, sort of. It was never ment to last in the long run. To whole idea from the start was to switch over to a 4G network for everything. But the dual radios will only be around for a show time until someone puts them both on the same chip as they will want backwards compatibility.

It's just you. Dual radios in a phone isn't really a good thing in this situation because it kills the battery. Since the network isn't fully built out you can't have a phone with just an LTE radio because you wouldn't be able to use it everywhere. So the options were have a network up that absolutely no one could use or have customers on the new network but only able to use their phones in certain places. There was only one smart option, and they picked it.
