4g/3g white icon = no data connection?

My D4 and DX both had the same problem when my 3g/4g icon is white, my data connectivity does not work. When the icon turns blue, data works. Ill try to access the internet and the white icon will not switch to blue for data to work. I dont have any power saving apps nor do I use smart actions. Is there an option im missing? What am I doing wrong? Thanks!

You're not doing anything wrong. It's Verizon's dumb LTE. Every phone does this. If AT&T LTE doesn't do this, I'm switching

It's very annoying and the fact that we pay mega bucks every month keeps me mad when I have to wait minutes so that little symbol turns blue

I really wonder if there is a fix for this. Maybe there is an app that makes the data connectivity always on. The only drawback that I can see from that is battery life.
