What setting is it for the screen to stay on during charging?

I remember that other devices had it under "Development," but I've gone through all of the settings menus with no help. Thanks!

Its in settings: applications: development. On all the phones I've used

"Stay classy Interwebz"

That was the first place I looked and it's not there on this phone. Weird since I have it on my Galaxy Tablet. I can't imagine that they took that option away.
