What Is This Blue Circle?

I'm running a rooted S3 on VZW with LiquidSmooth JB v2.7 recently flashed. Upon restarting the first time, I've got a silly blue circle that hangs out on the edge of the screen. Touching it moves it completely onto the screen, where a long press and drag does something but I can't easily explain what. What is this thing? It's transparent and visible over the home screen *and* application screens. I want to remove it, but don't see what it's tied to. Any suggestions?

I believe it's it list apps when you click it..

Nothing happens when I press it. Originally, I think it launched an application (there used to be an icon on it) and I somehow randomly changed the icon and now it's gone altogether. I just want it gone!

That's halo. Double click it and hold, drag it up and delete it.
