Tether issues (win+Droid+ phone)

Sorry if wrong section..dealing with 3 things like this not sure where to put it..
So I'm running win 8 and it has issues tethering wifi by randomly shutting off. In waiting to update, so my question is... Can I use something like bluestacks to run a wifi tether so I don't run into this windows issue and connect my phone to the Android emulator? Or will this just not work? My phone only 3g.much rather use high speed via wifi..

Let me see if I understand what you are trying to do.
You have a Windows 8 pc and you want to use its Internet as a wifi access point to connect your phone to it?
