So... most of the time my new phone works great (Huawei U8500) but every now and again when I exit an app it takes a minute for the icons to return and once they do it takes another minute for the screen to react to touch. Some aplications also run very jerky, mostly games is where I notice, Angry Birds is really bad. Speaking of which, if I go into the application manager and open angry birds, it gives me the force stop option, but does not show it as going in the running applications window... what's up with that?

If there's an app that's hindering my phone, how do I find out?

I have that Lookout app, and it says its running in the background, but if I tap it to launch the program it never gets past what looks like a loading screen... is this a bad security app?

What you have is called redraw. Its when the phone runs out of memory and shuts down the home app.

First i would recommend a factory reset to clean the phone and speed it up. After everything syncs back just make sure not have to many things running in the background.
If you are rooted you can clean cache and data for the same effect.
