Should mobile hotspot connections be slower then just using the phone?

So it seems my mobile hotspot connections are always much slower then just using my phone. I tested this out yesterday. I used my laptop connected to mobile hotspot and went to speedtest and downloaded at .5 Mbps i then disabled the hotspot on my phone went to speedtest and using the same server got 1.5 Mbps. I did this back and forth several times to verify and got the same results every time. I even tried tethering through the hotspot app and got the same results. I think when I tether through pda net its the same speed the phone would be as i believe ive tested that before. Any ideas?
