It wont connect to my laptop

I did this once before when I plugged the USB cable into my Droid X and Laptop. I remember some notification popped up on my phone and I was able to add music to it.

But now when I try to do it neither my phone or laptop do anything. It won't even charge.

Any way for me to fix this?
