I can find no area (either in Privacy or Security) in Settings to allow me to give permission to open an APK file. Any help would be greatly appreciated. Thanks!

Try Settings > Apps & Notifications > Install Unknown Apps.

Thanks, Sajo, but while there is such a setting in Android 10 (Settings/Apps & Notifications/Advanced/Special app access/Install unknown apps), there does not seem to be any such setting in Android 11.
