How do I add a downloaded notification sound on the thunderbolt?

Move it to media, audio, notifications or ringtones.

Did that but its not there when I goto set it

You need to rescan media, either get an app to rescan or you can reboot, or you can unmount and remount from the SD card settings menu on the phone.

I did set it to notifications and yes I'm trying to add a notification to my thunderbolt. It ask where to add it and I selected notification. Beats me guys.

Got it working. Was in my music player. I just sent it to my gmail and loaded it from there. Still not in my notifications but its working. Thunder sound for my sweet new TB.
