Will reflashing with a SBF file re-lock my Droid Pro?

I got a Pro about two weeks ago and it's a complete failure.

Can't love the machine more, but seems like my Pro can't stop rebooting itself.

Tried everything starting from doing factory reset, replacing battery, rooting and deleting Motoblur apps.

Since I bought this used phone on ebay, I thought the previous owner could have played a bit with its ROM and root privileges so I'm just about to reflash it with the TBH SBF file.

Two questions, if I may.

-After factory resetting on the security menu, I think it should ask me to go through the activation process but it never did and let me use the phone as other Android devices that don't need the Verizon Activations. Is this normal? I have a Droid X as well and it asks me to go through it every time I factory reset it.

-My Pro is currently SIM unlocked. I bought a code on ebay to do so. As far as I know, SIM unlocks are controlled by the baseband, not the ROM that I'm about to flash. Would reflashing re-lock the phone by any chance? I'm out of the states and I definitely need it to remain unlocked.

I have never had to reactivate my Droid during any factory reset. Just input my gmail address.

Couldn't tell you about the SIM card issue.
