Will droid phone work on Wifi if not activated with a carrier?

I would like to buy my daughter (age 11) a droid to use at home over wifi only. I am not interested in her actually using it as a phone. It would be used like an ipod touch.

Is it possible to buy a new or used phone and have it work over wifi and still be able to access the google android market, without activating it and paying the monthly data fee?

I believe it should work just fine. A freind of mine was having 'bill payment issues' and could still use the phone perfectly well over WiFi

Should be able to. After switching to my TBolt I still used my D1 for games and music off my house WiFi.

I bought a Droid 1 from a friend and I'm using it on wifi while I hot-rod it and get used to it.

So, short answer, yes.

That is what I thought. Are you able to still purchase apps over wifi? If so, I am assuming you only have to put in the gmail account information, correct?

Yes correct.. you can by apps just a little faster over Wifi
