Wifi tether not working

I have the wifi tether app for my D1 running on PE and it doesn't work. It turns on but nothing will connect to it. The DL rate wont go past 0.4kbs. Anyone else having this problem? I tried pda net and that didn't work either

The problem I have is that it doesn't stay connected and the external device loses connection only after a few minutes of use.
