What's the point of having a phone you can mod the heck out of if you never have data? The nexus is a failure IMO.
Any reason your not considering the rezound? Its HTC and unlocked so tons of rooms and mods. Its a nice phone too. Maybe not as sturdy as a moto but still pretty durable I'd think. Not too sure about battery life though

I would take issue with this assessment, especially if you have a D2. I had an OG and upgraded to the GNex. I have had zero data issues. The problems with data that have been reported are generally in areas where reception was already spotty. If you are in an area with spotty coverage, not many phones are going to help. Compared to the Bionic, the GNex has much better data performance.
About the only real complaint I have is call quality. It's hard to beat a Moto device in that area. But, even then it's still pretty good
And, when you add the fact that it's a completely open and unlockable device, it's a hard device to beat. I couldn't be happier with the GNex.
When I was deciding what to purchase, I spent some time playing with the Razr. Very solid device. But, for me, it actually felt almost too thin. I couldn't ever feel comfortable holding it. I really, really like how the GNex feels. I was a little wary because of the flimsy back cover and exterior plastic. But, once the cover is locked in place, it feels very durable. It's almost possible to compete with Moto build quality, but the GNex is right up there, and almost even, IMO.
FWIW, you couldn't pay me to take a Bionic, with all the issues it has had and that screen - ugh... If modding is important to you, go with the GNex. If you just want root, i'd think you would be happy with either the GNex or Razr Maxx. Between those two, it just comes down to playing with each one and picking the one that, subjectively, feels best for you.
