What is the emergency app for?

So there's this "Emergency" app on my phone with a little red cross icon. What exactly is this for??

I see that it delivers "Presidential Notifications" ... which was interesting in itself... But then you can set it to alert you of extreme and severe alerts.

Who decides what is extreme? Verizon?

"We have a sale on bluetooth headsets!" Extreme!!
 
On the Droid 2 Global, the three optional categories are extreme alerts, severe alerts, and AMBER alerts (notifications of child abductions). The Tennessee Department of Transportation issued an AMBER alert recently, and the alert did not show up in the application. There is no information in the app about where it gets its alert data from, or whether alerts issued by local agencies would be shown.
 
The app is used for national alerts and such for weather, disaster, amber, war, etc.

The infastructure is not set up for this yet. Its not a phone issue or a carrier issue, but rather that the system simply isn't in place to allw it to function
