Volume won't shut off completely.

My Droid will not shut the sound off completely anymore when I use the volume button or when I put it in silent mode. It goes as low as it can without shutting off but will not go completely quiet.

I am having the same issue with my droid incredible 2. The volume display goes all the way down until there is one notch to go and it won't go any further. Tried swapping out the phone and the issue is still there.
