Battery pull reset, if that fails check to see if any apps installed control volumes (Volume Control+, Smart Volume, Extended Controls, Volume Locker, etc) and uninstall them... if that all fails I would have to with a factory reset on this one since the hardware is obviously OK (works for media volume) it just about has to be a software issue. If after a factory reset the volume still doesn't work, then I would contact Verizon/Asurion about a replacement.
