Yes, an overloaded internal SD card can slow or stall the system, but it's more likely low RAM. There may be too many apps installed or at least too many running in the background. Use the apps manage option to see what's installed and/or running and make some decisions about whether you really need all those apps installed. Start uninstalling them starting with the latest apps and then those who are the biggest memory hogs.
Factory reset after a new OS update is always the best solution I've found.. Most people just take the update.. Although this last Note 2 update was small so maybe something app wise as stated..
